There are warnings the federal government's plan to force new migrants to live in regional areas rather than the nation's biggest cities is likely to fail.
Migration accounts for 60 per cent of Australia's population growth with almost 90 per cent of skilled migrant workers settling in either Melbourne or Sydney.
Population Minister Alan Tudge is proposing to introduce geographical visa conditions and incentives to shift that trend in settlement to the smaller states and regional areas.
But demographer Simon Kuestenmacher says people could find a way around any government measures to force them into other areas.
