Victoria's Premier Daniel Andrews is scheduled to appear before an inquiry into the state's hotel quarantine failures this afternoon.

A key unanswered question is who authorised the use of private security guards to work at the quarantine hotels.

So far a succession of government ministers, bureaucrats and emergency service personnel have been unable to provide an answer.

Victorian Premier Daniel Andrews says Melburnians shouldn't expect major changes on Sunday when some COVID-19 restrictions are lifted.

Melbourne's rolling 14 day case average has dropped to 26.7.

Mr Andrews says while he'll likely relax more restrictions this weekend than previously announced, a cautious approach is best.
