The Turnbull government will try to ease congestion as it announces millions for road and rail projects in the federal budget.

Nearly $1 billion will be set aside for a Coffs Harbour bypass on the Pacific Highway in northern NSW.

Treasurer Scott Morrison says it is an important project to drive down the tragic road toll.

"Most importantly, (it will) mean safer travel both for people who live locally up around Coffs, but also for those making the trip up the coast or down the coast," he told News Corp on Monday.

"The only downside to the Coffs Harbour bypass is you won't be able to drive past the Big Banana anymore."

There will also be $400 million for Sydney's Port Botany rail duplication between Mascot and Botany and $50 million for a business case into a rail link from St Marys to the Badgerys Creek airport.

The projects form part of a $24.5 billion infrastructure investment over the next decade.
