Incoming federal resources minister Matt Canavan says some of the commentary about the impact of carbon emissions on climate has been "over-hyped".

Senator Canavan was one of the biggest winners from Malcolm Turnbull's post-election ministry shake-up, going into cabinet after the Nationals took a higher proportion of members in the joint party room.

He said he believed there was a warming impact from carbon emissions.

"Some of the commentary around the issue has been over-hyped," he told Sky News on Tuesday.

Recent international reports had shown "reduced confidence" in the impact of carbon emissions on global climate, he said.

"I just feel we should all be a little bit more humble about our climate."

He said while it was reasonable to take "some action" to reduce emissions, it should not be done at the expense of households and business.

Senator Canavan takes over the ministerial role from Josh Frydenberg, who becomes minister for the environment and energy.
