A national discussion on the prevention of domestic violence will help fix a broken system, Victoria's premier says.

Daniel Andrews welcomed Prime Minister Tony Abbott's push for a national register of protection orders.

"We're happy to look at any change, any reform that might make it more likely that we can keep women and children safe," Mr Andrews told reporters on Wednesday.

He said the current system was broken, and did not protect the innocent or punish the guilty.

Mr Andrews said Victoria had ordered the first royal commission into family violence and also appointed a minister for family violence prevention.

"Yes this costs a lot, it will take some time, but Victoria's women and children are worth it," he said.
