All Labor's achievements and plans for Australia's future would be at risk under a Tony Abbott government, Prime Minister Julia Gillard says.

In an address to the party faithful at the Victorian Labor conference, Ms Gillard said the coalition were the "blockers and stoppers" of Australian politics and only existed to try to stop Labor acting and then to reverse what Labor had done.

She said proposed coalition cuts would slam the brakes on the economy.

"They will throw away wise investments for the nation's future. They will throw Australians out of work at the same time," she said.

"All our plans and all our achievements, everything we have done for Australia's future, all this is what is at risk, all this is what our opponents want to take away."

With polls showing Labor support at record lows, Ms Gillard said there was a hard path ahead in coming months.

"But I know you are ready for the campaign to come," she said, listing Labor's achievements in defeating the global financial crisis, introducing a carbon tax and introducing the national disability insurance scheme, now known as DisabilityCare Australia.

Ms Gillard also turned on states which had yet to agree to DisabilityCare, and states and territories which failed to sign up to the government's schools package at the meeting of the Council of Australian Governments (COAG) in Canberra on Friday.

In particular, she said Victorian Liberal Premier Denis Napthine had missed a chance to put the people of his state first.

"Make a decision, Denis. Sign up to DisabilityCare today," she said.

She said her message to premiers and territory chief ministers was just as clear.

"Do the right thing by Australia. Sign up for better schools," she said.
