The next steps for Turnbull's energy plan

There's a way to go yet until the Turnbull government's energy plan is set in stone, with the prime minister announcing more adjustments to it.

The next steps for the National Energy Guarantee:

* Prime Minister Malcolm Turnbull will brief cabinet colleagues on changes to the energy plan at a dinner at The Lodge on Sunday night.

* Tweaks include setting a "price expectation" defining the most any Australian should pay for power, coupled with penalties for power companies that charge too much.

* Future governments wanting to change Australia's carbon emission reduction targets would also be compelled to reveal its impact on power bills.

* The prime minister is also expected to propose the country's carbon reduction targets be set by regulation, rather than legislation, to build support for the National Energy Guarantee.

* Just last week, Mr Turnbull said regulation would deny the parliament a voice on the policy.

* The changes will be up for debate during a coalition partyroom meeting at Parliament House on Tuesday.

* Labor is reserving its right on whether or not to back the energy plan.

* The opposition has released its own energy proposals, which also include a default power price, allowing people to compare what they are paying to what they should be.

* The Greens are pressuring Labor not to back the government's plan, saying it would make it easier to weaken emissions reduction targets.

* States and territories last week released draft laws for their part of the NEG, locking in penalties for power companies that don't meet emissions reduction targets or reliability measures.

* The Energy Security Board will consult on the laws for four weeks, then refine them for two weeks before a decision on the guarantee is made.
