A vote on a United Nations Security Council resolution calling for a truce between Israel and Hamas and the delivery of further aid into Gaza has been delayed for the third day in a row.
Those in favour are trying to avoid another veto from the United States, after it blocked a similar resolution earlier this month.
The United Arab Emirates, author of the resolution, says it wants to allow more time for diplomacy to try to get a positive result.
As wrangling over wording continues, the number of people killed in the conflict continues to increase.
Hamas officials say at least 20,000 Palestinians have died since Israel launched its military campaign.
At least five people have been killed and dozens injured in a strike that hit three residential homes and a mosque in Gaza's southern city of Rafah.

Arabic then voiceover: “I was on the bus when the bombardment happened. We went back and hid under the bus — it was me and three others. I told them, ‘Let’s hide inside.’ After I managed to escape from there, they remained trapped under the rubble. They managed to rescue one person who was still alive. I swear, I don’t know what happened to the rest. It (Israeli bombardment) left us so confused; I can hardly tell if what I experienced was reality or a dream.”
The leader of Hamas, Ismail Haniyeh, has arrived in Cairo to discuss the possibility of a fresh ceasefire.
While Israeli Prime Minister Benjamin Netanyahu continues to emphasise Israel will continue its campaign until Hamas is eliminated.
Hebrew then voiceover: "We continue the war until the end. It will continue until Hamas is eliminated - until victory. Those who think we will stop are not connected to reality. We will not stop fighting until we achieve all of the goals we have set: the elimination of Hamas, the release of our hostages and the removal of the threat from Gaza. We are attacking Hamas with infernal fire. Everywhere, including today. We also attack their assistants from near and far. All Hamas terrorists, from the first to the last, are dead men. They have only two options: surrender or die."
Some relatives of Israeli hostages held in Gaza have expressed concern after seeing a video released by Hamas depicting three older Israeli hostages pleading for their immediate release.
The three men, in their late 70s and 80s, appear under duress and can be heard chanting: “Don’t abandon us in old age,” at the end of the video.
One of the hostages says all three men have chronic illnesses and accuses Israel of abandoning them.
Ayala Metzger, the daughter-in-law of one of the three elderly men shown in the video, says she is extremely worried.
“I was very emotional when I saw him (Yoram Metzger). The video made me worry about his condition. I see that he has lost a lot of weight, he is pale. I have a feeling that it is still the same Yoram, it didn’t break him. But I am very, very worried.”
The release of the video coincides with public pressure mounting on the Israeli government to reach a deal to release the remaining hostages held by Hamas, who were captured during the October 7 raids.
United States President Joe Biden says the U-S pushing for new hostage deal but stressed there's no expectation at this point.
