COP28: Will the Loss and Damage Fund help countries like Timor-Leste?

The Loss and Damage Fund is vital for farmers in the developing world already affected by rising temperatures. But it is still a long way from being implemented. and the money is short of the $1.5 billion previously mooted. SBS Asia Correspondent Aaron Fernandes is in Timor Leste where a key cash crop is under threat.
