Government defends 'unavoidable spending' amid budget downgrade

The budget bottom line is set to worsen to the tune of $22 billion over the next four years, in what could be Labor's last budget update before the election. The Treasurer has blamed what he calls "unavoidable spending" for the deepening deficits.
