Australia's Children's Commissioner is calling for a national approach to child protection, saying systems across the country are overwhelmed. In New South Wales, it costs nearly $1 million a year to house a young person in emergency accommodation. Now a new report shows these living arrangements lead to instability, isolation and a lack of supervision.
