Temporary visa holders celebrate government's permanent resettlement plan

19,000 refugees on temporary visas will now be able to apply to permanently resettle in Australia. But the government has stopped short of scraping TPVs altogether, and the Opposition fears it will entice people smugglers to ramp up their operations
