NOS says the team has filed the complaint to ensure organisers of the race in southern France will rectify the situation in the two remaining stages, particularly for Stage 3 on Monday evening (AEST) as the race hits the mountains where crowds and cyclists often mix.
But the race is doing a poor job of keeping the crowd apart from the riders, Ineos believes and has filed a complaint .
"I experienced that today, yes. Bizarre," Team Ineos Dutch rider Dylan Van Baarle explained to NOS Radio 1 from the race.
"Our caregivers try to do everything to give us mouth masks, but people still want to pull your water bottle out of the bicycle.
"I think it is quite mild with the restrictions here. If you also see how many people are standing on the side without a mask, I am surprised."
"If it goes like this in the Tour, it will be a difficult story."

Hoping to shine on Stage 3 of the La Route d'Occitanie over the Port de Bales, the Col de Peyrsourde and finishing on the Col de Beyrède are Team Ineos' Egan Bernal and Chris Froome.
"The delay to the major races has helped me take the next step in terms of being back to my normal self again," he told Cyclingnews.
"I think that given where we are right now, with just about a month to the Tour, I'm on the right trajectory for that race. I'm happy with where I'm at."
"I loved it yesterday. It felt so good to be back in a proper race again, not only after the crash and coming back from injury, but after the whole COVID situation as well," he said.
"It felt so good just to be able to do what we spent months and months and months preparing to do. Looking at the bigger picture, I also think from the perspective of everyone's mental health that it's good to be back.
Froome said he wasn't putting himself under pressure to finish high on the results sheet on Stage 3 but aimed to put in a good performance.
Sonny Colbrelli (Bahrain McLaren) won yesterday's sprint on Stage 2 over current race leader Bryan Coquard.
