After missing out in the points race on the track Meyer capitalised on a late decision to ride the time trial with a dominating performance.
He covered the 38.5km circuit in a time of 48min 13.04sec to beat England's Harry Tanfield by more than 30 seconds with New Zealand's Hamish Bond third.
"There's so much motivation going around after the first week with other athletes winning gold," Meyer said. "I missed my target in the points race, so I did have fire in my belly going out there today, and it couldn't have gone better."
Meyer's young team-mate Callum Scotson who was slowed due to a puncture, eventually finishing fourth.
“It was only two weeks ago that we decided, it was Tim Decker who knew I had good aerobic form and I was concentrating on the points race which is a 45-minute effort and today is roughly the same,” Meyer said.
“And he said ‘Cam I reckon you could have a crack in the time trial’, and I said ‘why not? Let’s have a go’. We scrambled a bike together, did my measurements and I had nothing to lose and somehow it paid off.”

Garfoot later followed Meyer with her own gold to complete a perfect day on the road for Australia.
The 32-year-old was last out of the gates but quickest through the 25.5km course in a time of 35min 08.09sec, beating New Zealand's defending Commonwealth champion Linda Villumsen by 54.92 seconds. England's Hayley Simmonds claimed the bronze.

“After Rio, I decided I’d go for the Commonwealth Games seeing as it’s my hometown, and even while I was out there I didn’t take in the atmosphere I was just focused on finishing it off and we can celebrate after,” Garfoot said.
“Last year I decided I wasn’t going back to Europe because I’m married and I want to stay married. It was time to spend some time with my husband.
"Ican’t afford to take him to Europe so it was my decision and they (team) were all good with me preparing here and where better than to prepare at the venue itself.”
