If they've been in power for 30 years; the political machinery would work well. There is also a personal style to it, they develop personal relations with their constituents; and they become their Ninong, Ninang. That is why they attend weddings, baptisms, and funerals. There's that personal touch at the same time there is the machinery that seems to work for them.
